Add Presubmit-Verified label to project configuration.

This change introduces the "Presubmit-Verified" label with values ranging from -1 (Failed) to +1 (Verified). It grants permissions to the Service Users group to vote on this label, configured with the NoBlock function and a copy condition for NO_CHANGE.
