Add dexmerger support for Windows

This CL adds a dexmerger.bat script that uses the
already present dx.jar file in order to be able to
build tests that rely on this tool, namely the smali
tests.

The R8 repo contains two tools.

  1. D8 is a dexer that converts java byte code to dex code.

  2. R8 is a java program shrinking and minification tool.
