Sanitize quasi-trivial phis in re-processing IR code.

During the examining phase, class staticizer invalidates the candidate
if its field reads have phi users. This happened at the end of IR
conversion. During the fixup phase, class staticizer double-checks if
candidates' field reads do not have phi users. This, however, happens
as part of re-processing once-processed code, which may build IR code
that is different from what the 1st phase has seen.

If a phi is introduced in the re-processing IR code, it is seemingly
trivial because it will refer to the same field read for staticizing
candidate. If so, this CL relaxes assertions regarding number of phis;
removes users of field reads, even including phis' users; removes
such phis manually; and then removes field reads.
